Wichita Falls ISD provides full-day Pre-K programs at several campuses across the district to support early childhood learning.

To enroll in the Prekindergarten program, a child must be four years old on or before September 1 of the upcoming school year. Students are eligible if they meet at least one of the following criteria:

• Limited English proficiency
• Eligible for the National School Lunch Program
• Child of an active-duty United States military member
• Child of a military member injured or killed in service
• Currently or previously in foster care through Texas DFPS

Per district policy FDB (LOCAL), all students will attend the schools they reside in, unless granted permission to transfer based on these criteria: 

• Child of District Employee
• Child of Parent Stationed at Sheppard AFB on Active Military Orders
• Child of Peace Officer in Accordance with State Law
• IB Student (Legacy HS Only)
• Sibling of a Centralized Program Student
• Current 4th Grader Affected by Attendance Zone Change (West Foundation, Fowler)

Please note: If your child is part of a centralized special education program, you do not need to complete a transfer request form to remain in the program. If you have any questions regarding centralized programs, please call the special education department at 940-235-1019.

The District Transfer Committee follows the guidelines set in FDB (LOCAL).  This information can be found on the WFISD website. Please complete the form below to allow the District Transfer Committee the ability to make a decision. No transfers are guaranteed. Available space and staffing may be a defining issue when granting or denying a transfer. 

Notice: A person who knowingly falsifies information to establish residency for a student in a public school shall be liable to the public school if the student is enrolled on the basis of false information. The Texas Penal Code 37.10 (c) (3) states that falsification of enrollment documents is a Class C misdemeanor and a school district may enforce civil penalties for this offense. See Texas Penal Code 37.10 and Texas Education Code 25.001.

Haynes Head Start recognizes that families play an important role in a child's educational success. Teachers and staff work collaboratively with parents and caregivers to support developmental milestones, monitor student progress, and provide learning opportunities that extend beyond the classroom. Through ongoing communication, conferences, family engagement activities, and home-school partnerships, families are empowered to actively participate in their child's educational journey.

Military-connected students benefit from individualized support and collaboration between families and staff to help ensure continuity of learning during military-related moves and transitions.

Haynes Head Start is committed to meeting the diverse needs of young learners and supporting early identification of developmental and educational needs.

Early Childhood Special Education (ECSE)

The Interstate Compact on Educational Opportunity for Military Children (MIC3) helps military-connected students transition successfully between schools when families relocate due to military orders. The Compact addresses enrollment, placement, attendance, and other educational challenges that may arise during military transitions. Military families with questions regarding educational rights and protections under the Compact are encouraged to contact the Campus-Based Military Liaison for assistance.

Haynes Head Start recognizes that military-connected children and families may experience unique challenges associated with military life, including relocations, deployments, reunifications, changing routines, and transitions into new learning environments.

Because early childhood is a critical stage of development, our staff works closely with families to help children feel safe, supported, and connected as they adjust to new experiences and school settings.

Support services may include:

• Family engagement and communication

• Support during military deployments and family reunifications

Our goal is to help military-connected children develop confidence, build positive relationships, and experience a successful transition into the school community while supporting their academic, social, emotional, and developmental growth.

Each Wichita Falls ISD campus is required to provide professional development opportunities focused on supporting military-connected students and families. In addition, each campus-based military liaison participates in training designed to increase awareness of the unique experiences and needs of military-connected children.

Haynes Head Start staff participate in ongoing professional learning focused on early childhood development, social-emotional learning, family engagement, and strategies that support successful transitions for young learners.

Haynes Head Start values strong partnerships between families and schools. Parents and caregivers are encouraged to participate in campus activities, family engagement events, and educational opportunities that support student success.

The Social & Emotional Services Department in Wichita Falls ISD provides additional training opportunities for counselors focused on the unique needs of military-connected students. These trainings also equip counselors with effective strategies and techniques to better support military children and their families.

As an early learning campus, Haynes Head Start does not offer traditional extracurricular activities due to the age of our students. Instead, children participate in a variety of classroom and campus experiences designed to support social development, communication skills, relationship building, creativity, and positive interactions with peers.

Students engage daily in collaborative learning activities, guided play, social-emotional learning experiences, and classroom enrichment opportunities that help build confidence, independence, and school readiness skills.

Wichita Falls ISD recognizes military-connected students and families throughout the year through Veterans Day programs, Purple Up Day celebrations, military appreciation events, and other activities that honor military service and sacrifice.

Wichita Falls ISD has established a Military-Connected Input & Engagement Team consisting of district staff, Sheppard Air Force Base representatives, military spouses, and community partners who work together to strengthen support systems for military-connected students and families.

The team meets monthly to discuss the needs of military families and identify opportunities to enhance services, resources, and engagement throughout the district.

The Military & Family Life Counseling Program  provides free, confidential, non-medical counseling services to service members, military families, and survivors. Military and Family Life Counselors are specially trained to support military-connected individuals and can assist with concerns related to:

• Relocations and school transitions
• Deployment and reintegration
• Parenting support
• Stress management
• Family relationships
• Grief and loss
• Adjustment to new environments

Military families may connect with a local Military & Family Life Counselor for additional support and resources as needed.

Behavioral Health & Counseling Services

Military-connected students experiencing stress, anxiety, grief, family separation, adjustment challenges, or other social-emotional concerns may be referred to local behavioral health providers for additional support.

Referral Process

Students and families seeking counseling or behavioral health services may:

1. Contact the Campus-Based Military Liaison.
2. Speak with a school counselor, administrator, or social worker.
3. Request assistance from the Military & Family Life Counseling Program (MFLC).
4. Contact Sheppard Air Force Base support services directly.
5. Reach out to community providers for eligibility and appointment information.

When appropriate, campus staff can assist families in identifying available resources, providing contact information, and connecting families with community organizations that best meet their needs.
